In 2004, the French government adopted a new industrial strategy based on the establishment of "competitiveness clusters". The goal is to encourage the sharing of best practices and stimulate cross sector innovation among businesses and researchers. A cluster, named CAP DIGITAL, is dedicated to digital technologies in Ile de France region. Some Animation and visual effects companies as well as digital laboratories, with remarkable quality practices and R&D policies, share skills, capacities and cross–application digital content innovations through cooperation & networks under label HD3D.
